Are deaf and hard-of-hearing Canadians at risk in times of a national emergency? While other countries have on-screen sign interpreturs during a new broadcast, Canada stations do not. If there is a natural disaster or other emergency, many public notification systems are not accessible.
With over 3.15 million Canadians who are hard of hearing and 340,000 who are deaf, this is a big problem.
